Accessibility compliance (ADA / CA Building Code Chapter 11B) + CASp inspection: San Francisco restaurant guide

California Division of the State Architect (CASp program) / DBI

What it is

Restaurants are public accommodations under the ADA and California's stricter Title 24 Chapter 11B; a Certified Access Specialist (CASp) inspection report documents compliance and gives you 'qualified defendant' protections in state accessibility lawsuits.

When a restaurant needs it

Every restaurant; DBI checks accessibility on the building permit and a CASp inspection is strongly recommended before opening.

How to apply

Hire a CASp from the DSA list to inspect the entrance, path of travel, seating, counters and restrooms; fix barriers through your building permit.

Documents you’ll need

Fee
CASp fees are set by the inspector; no government fee
Processing time
1–2 weeks for the inspection and report
Renewal
Re-inspect after alterations
Who files
The owner hires the CASp; the architect designs the fixes.

Good to know

California accessibility lawsuits against restaurants are common; a CASp report plus a remediation schedule is the best defense and often required by landlords.
