LADBS Building Permit (tenant improvement / alteration): Los Angeles restaurant guide

LADBS

What it is

Authorizes construction, remodeling, kitchen build-out and use changes; nothing is built until plans are approved and the permit issued.

When a restaurant needs it

Any alteration, addition, demolition, use change, or new construction — essentially every restaurant build-out except paint/furniture.

How to apply

Your architect submits drawings through ePlanLA for counter, expanded counter or regular plan check; corrections are resolved online and the permit is issued after all agency clearances.

Documents you’ll need

Fee
Varies — based on valuation; see LADBS Permit Fee Calculator (expedited plan check costs 50% more)
Processing time
Counter plan check can issue same day; regular plan check comments 'returned within weeks depending on workload'
Renewal
Permit stays active while work and inspections progress
Who files
Drawings are prepared and filed by a California-licensed architect or engineer; permits are pulled by a CSLB-licensed contractor (or a qualifying owner-builder).
