Accessibility (ADA / California Building Code) compliance and CASp inspection: Los Angeles restaurant guide
LADBS / Certified Access Specialist (DSA)
What it is
Restaurants are public accommodations under the ADA and California's stricter Building Code Chapter 11B; LADBS checks the accessible path of travel, restrooms, dining surfaces and parking in plan check (a change of use can trigger full upgrades). A voluntary CASp inspection report documents compliance and gives legal protections in access lawsuits.
When a restaurant needs it
Always; CASp strongly recommended before signing a lease or opening.
How to apply
Ask the landlord for the Civil Code 1938 CASp disclosure in the lease; hire a DSA-certified CASp to inspect and issue a report/certificate; have your architect design to CBC 11B.
Documents you’ll need
- Lease CASp disclosure (Civil Code 1938)
- CASp inspection report and Disability Access Inspection Certificate
- Accessibility sheets in the LADBS plan set
Good to know
Every commercial lease signed since 2017 must state whether the premises had a CASp inspection and must allow you to get one — use that right before you commit to a space.
