Certificate of Occupancy: Philadelphia restaurant guide

Philadelphia L&I

What it is

Certifies the space is legal and safe to occupy for its use. Usually issued automatically at the end of a building permit; otherwise a standalone CO permit.

When a restaurant needs it

New construction, additions, alterations affecting exits or fire protection, or any change of use/occupancy.

How to apply

Comes with qualifying building permits; if no work is proposed, file a Certificate of Occupancy permit in eCLIPSE with plans.

Documents you’ll need

Fee
Included with qualifying building permits; standalone: $253 per building/space + $100 filing fee credited + surcharges
Processing time
Standalone applications ~20 business days, then inspection
Renewal
None (new CO needed if use changes)
Who files
Owner or authorized agent; the permit holder's contractor arranges inspections.

Good to know

A Temporary CO is possible if all life-safety requirements are met — useful if punch-list work remains.
