TABC Seller-Server Certification (employee certificates — safe harbor): Austin restaurant guide
Texas Alcoholic Beverage Commission
What it is
A two-year certificate each bartender, server and their immediate managers earn by completing a TABC-approved seller-server course. Texas law does not require it, but TABC will not take administrative action against your permit for an employee's sale to a minor or intoxicated person ('safe harbor') only if all such employees are certified within 30 days of hire, you have written policies, and you have fewer than three violations in 12 months.
When a restaurant needs it
Every restaurant or bar that serves alcohol — in practice mandatory to protect the permit.
How to apply
Each employee takes an approved course (online or classroom) from TABC's approved-provider list; keep copies of certificates on file.
Documents you’ll need
- Certificate for each employee (valid 2 years)
- Written alcohol-service policy signed by staff
Good to know
Delivery drivers carrying alcohol-to-go should take the Texas Responsible Alcohol Delivery (TRAD) course for the same liability protection.
